The Bully is a full resin spook bait that can be worked slow or quick across the surface of the water, gliding side to side (aka - walking the dog).
Surfcasters and boat fishermen can target fish feeding on the surface with this plug or right below the surface, with the rod kept very low. Be sure to work in some pauses on the retrieve to mimic a wounded baitfish.
